I can only answer for "the world" part. Abisko, a small village here in Norrbotten, is said to be one of the best places to view the aurora from. They have almost no light pollution, good standard on the hostels/hotels, normally pretty clear weather and are in a pretty good spot latitude-wise. It's pretty easy to find a spot to pitch a tent, if one is inclined to that sort of thing.
I have never been there in the winter and not seen auroras at least one night. I'd say late february is the best time around there, with the january storms behind and there still being long, dark nights.
