Do they even fly to Europe? I thought they are just regional. High risk terrain and meteorological environment to fly in. Not too surprised.

I think its in relation to the European tour operators being advised not to use them in Nepal...

I don't think the ban has any power over tour operators but to raise awareness. They also banned numerous African airlines from their skies. Not surprised on how some 3rd world countries could not meet European 1st world standards on aviation requirements.
