This is one of only a couple of spots I've managed to visit in the Budawangs region so far - I reckon you're on Mt Bushwalker.

There's a view a lot like that from mt portal

edit: on closer inspection, I can see it's not mt portal. don't have a better guess though...

Not Mt Portal but would be about the same elevation and not all that far away, relatively speaking.

Is the river big? Fair to middling as a stream.

This is very distinctive part of a Victorian river. It's close to a walking track and a 4WD track, and comes from a wilderness area. I have not seen anything like this elsewhere in Victoria.

Looks like it could be in the high country. Is it the Upper Howqua River.
If not, is it in the Apline National Park?

It's on the Gippsland side, not that high. I cannot locate a current map, and suspect that it may be state forest or the like. There's a reference or wilderness area nearby.

I was camped on the Avon a few weeks back and didn't quite get down to the channel, however enough similarities with the rocks in the area to guess the river.

This ones in Victoria.

Indeed it was. I was sitting atop admiring the views in brilliant sunshine 10 minutes earlier. One minute after this photo was taken Mt Loch was gone from view with the cloud bottom sitting pretty much level with the base of the rocks.
