What makes you say that?

Most of these easements for roads I have come across are locked, as was found out by crollsurf in this instance. Hence they are not public right of ways for vehicles. If they are right of way for pedestrians, they would have a means to bypass the locked gate. I have not looked if this is so. Okay, I should have added public. There may be individuals or authorities who have a right of way who would have a key.
