This seems a tough one unless you already know it. I'm getting Sarah Josepha Hale as the author of the nursery rhyme. Born in Newport, New Hampshire, which is inland.
Among other things, including lobbying for creation of the Thanksgiving holiday, she founded the Seaman's Aid Society in 1833 to assist the surviving families of Boston sailors who died at sea.
So maybe somewhere in or near either town/city?
