It's Folly Point, or at least near the camping area. The outcrop on the left is where you can get an even better view and may be Folly Point proper.

Correct. I had to google the name “Cotter Rocks” - I just knew it was the peak on the south side of Cotter Gap, exposed after recent bushfires.

I'm not familiar with the Devils Staircase in ACT Icefest other than the the one down to Terrible Hollow in Victoria but WFBW obviously knows I'm heading up Bimberi Peak so I'll hand it over to whoever wants to go next.

Anderson is much closer but still a few kms away.
