Question: Can one scramble to the top of Mt Ningadhun without climbing gears ?

From 30+ years memory, from photos, from reading Crag (descent route is 12m abseil) - no.

Just come back from three days in Kaputar and much of the park is closed due to fire damage. Best check with the local npws.

I also came back recently from Mt Kaputar NP.
Most of the park is open !

Saw Mt Ningadhun from a distance. Hence interested to go back to climb it ... if it is possible

We had a party of twelve, most of whom were very able scramblers, and no-one could find a way to do it. It was frustrating because, up close, it looks like there "ought" to be a way to scramble up.
