This will be the precedent for the whole state if we are not careful. I urge everyone to submit a response to the proposed amendments for the plan of management.

Nuts has outlined some of the most egregious changes to the plan.

The Yarrangobilly one boils my blood. Artificially heating pools in Karst country like that is abhorrent. Eco pods adjacent to the river. Onsen style experience. Disgusting.

Our national park should not be used to subsidise an industry that is facing decline due to environmental changes. We can not let the park become a revenue stream for commercial enterprise and greedy government.

The park is being torn apart by Snowy 2.0, feral animals, fire damage and commercial enterprise. Enough is enough.

It wasn't difficult to make a submission, picture a list of ways not to manage our national parks .
Or where our parks end up if natural barriers or constraints are not a good enough standard :(

From the Tourism development study PDF linked above.. This really makes me upset.. :x

Further top-line analysis of paid and free attractions and experiences
has revealed the following.
◼ Well over half (63%) of all product identified are classified as free
product, which makes it a challenge to derive higher visitor yield
(one of the goals of this Tourism Development Study). This is
important to note as there has been significant time and money
invested by various stakeholders into creating high-quality trails
and recreational experiences, however, without the
corresponding commissionable product (pop-up or permanent
cafés and retail, guided experiences and other tour operator
product), the SAP and the Snowies more broadly will continue
to find it hard to generate stronger visitor yield and improved
economic outcomes.
◼ There are many (currently) free experiences which could, with
the right operator and a less seasonal visitor market, potentially
be transformed into tour-based commissionable product. This
might be able to include walking tours, wildlife viewing in a
privately operated wildlife park noting that feedback has
highlighted the limited opportunities for wildlife viewing overall
in the SAP region in the national park and reserve areas.


From the 'Great Walk' section of the pdf. Which is a proposed 2-3 night walk through KNP.
So essentially their peference is to close down these areas and restrict to paying customers only...

Ideally, this is a guided walk experience to best manage the
experience and to offer a far greater quality interpretation of the
area, its fauna and flora, heritage and historic significance etc.


The more I read about this Tourism development plan the more concerned I became. It's essentially a roadmap that encourages transforming KNP and surrounding areas with massive construction to line the pockets of developers.

Even the hot pools are a trojan horse for a massive integrated resort development to be on the same site featuring 250 room hotel, 120 private apartments, 500 person conference centre and 18 hole golf course. If you have been to Singapore you will remember the massive scale of these 'intergrated resorts' They totally transform the landscape from natural to artificial.

Many people enjoy the vistas of Lake Jindabyne while having a beer from the local jindi pub..now imagine instead of the forested hills surrounding the lake your looking at hotels and apartments...

John Barilaro was the one who introduced the bill to protect the Brumbies.

Quoted in Parliament as saying; ”I don’t think it’s too much to ask – to be allowed to strangle a koala or five after a hard day out on the farm,”... ”So, I say to the Premier – give me what I want, or I will *&^%$#! all over the floor.” Says the Accountant after billions of animals died in the bushfires.

Quite the country gentleman is our John. He's also proud to be known as "Pork Barilaro" for spending public money on Pork Barrelling his own electorate and other marginal seats. The list of his pathetic childish behaviour goes on and on.

One suggestion is a Gondola from Jindabyne to the resorts. There is some crazy stuff in this report. Lets hope it is seen for what it really is, little more than a vote grabbing exercise and most of the plan never see the light of day.

In the last few years Australian government have proposed developments quite at odds with conservation values and management plans. Halls island and Falls Creek to Mount Hotham stand out. Two Capes is arguably successful, but it's a shadow of what it was. Tassie's South Coast Track is next, with Croajingalong the next to be developed. Certainly allow the masses some access, but not at the expense of natural values. Some time in the next 50 years I will no longer be able to climb Bogong, mainly due to old age and death. I do not expect Parks Victoria to put an escalator on Staircase. Leaving places wild is important.

I started to write a submission but it was too hard. As far as I can see there's no guidance from conservation groups. There are two reports, a bit confusing. One option may be to make the local member for pork barrelling aware that voting has changed and that conservation is higher on people's minds than was formerly the case.

Yair/nah/maybe.

What they certainly do need is a viable habitat. (Assuming there really is such a thing as a "cuddly" animal living in the bush. I don't think so.)

Underlying the proposed "development" is a choice for desecration rather than for conservation. That's the line I'm putting in my submission.

If something has a $value it can be bought or sold.
You then get a forest/creature/habitate worth $n and a development worth $2n.
The development must go ahead, because it has twice the dollar value of the forest. And so on....

They are already are being valued, as is habitat, access, a quiet place or science yet to come, for every destructive incursion.
My question (in thinking of Lopys post) is how to influence decisions, made on $ & votes, when the various attributes of national parks are effectively priceless? Like others, my submission was also an appeal to bigger ideals but i'm happy to submit another.

Even a very brief submission is better than nothing.

A couple of paragraphs around the lack of environmental oversight and supervision of the Kosciuszko National Park elements of the Master Plan is good. The more independent, individually-written submissions, the better.

The NPA advice is good but does not say which points should be in which submission. Guidance would be good. Tom, I strongly agree about "independent, individually-written submissions". Proformas and petitions simply do not make the cut. Submissions should be based on advice from the local conservation group, NPA, VNPA, TWS or the like, and say that the writer supports the conservation group.

Agreed - these days, it's clearly stated that proformas will be counted as one submission, so it is very important that people write a distinct submission.

I guess my point is that I wouldn't get too worried about the details or length of your personal submission. Other sophisticated submissions - for example, from the NPA - will cover the details. That's the reason I donate to organisations like NPA and NCC. The important thing for individuals is that if you feel strongly about the plan, that you let them - NPWS and DoPIE - know, with one or two points in support.

If anyone wants my submissions to have a look at, feel free to PM me. They're less than a page and only cover a few areas.

My submission is nearing completion, with valuable input from the above posts and NPA. I have commented on both documents in one submission.

A few weeks ago I received this:
The period of public exhibition of the Draft Amendment to the Kosciuszko National Park Plan of Management and draft precinct plans for Yarrangobilly Caves and Currango Homestead have been extended from 16 August to 23 August 2021.

The draft amendment and precinct plans can be viewed at www.environment.nsw.gov.au/get-involved/have-your-say or NPWS Offices in Jindabyne (46 Kosciuszko Road) or Tumut (4A Adelong Drive). The existing plan of management is located at www.environment.nsw.gov.au/research-and ... management. It is recommended that readers of the draft amendment do so in reference to the existing plan.

There are two possible submissions. Both are due by 23 August:
- one for the Snowy Mountains Special Activation Precinct Draft Master Plan (NSW Department of Planning, Industry and Environment)
- the other for the Draft Amendment to the Kosciuszko National Park Plan of Management (NPWS)

There is potentially a lot of overlap between the submissions.

You aren't being fair to them, Roger. Nothing has any value to them unless someone else (preferably someone connected to them) is making money out of it. Including people.

NPA recommends commenting on the Management Plan in a submission, if one or the other.

First posting. I hope this reaches the right people. As everyone is aware, NSW Government is proposing changes to KNP Plan of Management that will enable huge development in the park - and outside, but nearby. The areas affected are the Snow fields and Yarrrangobilly and Currango. Transfer of planning decisions from NPWS to Regional Planning (a dept controlled by Minister Barilaro) will mean every national park in NSW is at risk of resort style development with little chance of objection.
I am a member of National Parks Association. My submission is in the main enclosed here and anyone wishing to use it as a guide to issues is welcome to do so. I encourage everyone to write a submission (links to documents are in other posts).
YOU HAVE ONLY UNTIL 23 AUGUST 2021 TO SUBMIT. PLEASE DO!
Here goes:


SUMMARY:
1. I OBJECT TO THE PROPOSED CHANGES TO KNP POM RESULTING IN INCREASED ACCOMODATION, FACILITIES, PRIVATE DEVELOPMENT PROPOSALS INSIDE KNP.
2. THE TRANSFER OF DECISION MAKING FROM NPWS TO DEPT. OF PLANNING (OR REGIONAL DEVELOPMENT) INSIDE “DISTURBED AREAS” OF THE PARK IS A DANGEROUS PRECEDENT FOR KNP AND ALL OTHER NATIONAL PARKS IN NSW WHICH WILL COME UNDER COMMERIAL DEVELOPMENT PRESSURES IRRESPECTIVE OF POM OBLIGATIONS (ENVIROMENTAL, HISTORICAL, CULTURAL). THIS IS THE LEGISLATED WEDGE TO STOP NPWS FROM DETERMINING RESORT DEVELOPMENT AT ANY NATIONAL PARK.
3. THIS WILL INCREASE ENVIROMENTAL STRESS ON THE ALPINE REGIONS IN KNP, A UNIQUE AREA OF THIS FLAT CONTINENT, THE DRIEST CONTINENT AND THE MOST ENVIROMENTALLY DAMAGED LAND BY HISTORICAL STANDARDS.
THE IMPLICATIONS OF CLIMATE CHANGE – STATED AS ONE REASON FOR CHANGES TO POM OF KNP – IS TO REDUCE STRESSES ON KNP - NOT THE REVERSE.
1. NO INCREASE IN ACCOMMODATION INSIDE THE PARK.
2. PARKING AREAS SHOULD NOT BE INCREASED.
3. NO HELICOPTER TRANSPORT AND OVERFLIGHT ALLOWED IN THE PARK.
4. YARRANGOBILY ISSUES ARE DEALT SEPARATELY.
5. PRIVATE BUSINESS EXPANSION SHOULD BE MINIMIZED IN THE PARK – OUTSIDE CURRENT PERMITS.
6. LEGISLATION PROTECTING WILD HORSES IN KNP SHOULD BE REVOKED AND ALL HORSES REMOVED. (THIS ISSUE IS FUNDAMENTAL TO MANAGING KNP).
7. MAJOR EFFORTS SHOULD BE UNDERTAKEN TO REMOVE OTHER FERAL ANIMALS FROM THE KNP.
8. THERE IS A WORLD-WIDE TREND TO LIMIT VISITATION IN NATIONAL PARKS BY A SYSTEM OF BOOKINGS, ETC. IN ORDER TO PROTECT THE ENVIRONMENT. GOVERNMENT SHOULD CONSIDER THAT OPTION, NOT ALLOW PRIVATE DEVELOPMENT. (TASMANIA IS ALREADY LIMITING VISITORS TO SOME AREAS, E.G. THREE CAPES AND OVERLAND TRACKS, AND CLOSING OTHERS).
It cannot be ignored that this plan is promoted by Deputy Premier, Mr Barilaro. The Minister is known for:
1. Promoting the Kosciuszko Wild Horse Heritage Act 2018 to keeps feral horses (now in excess of 14,000) in KNP to do as much damage as they want. (Picture below).
2. Advocating for logging to resume in National Parks (especially after the recent fires 2019-20).
3. The Minister described Koalas as “tree rats” and advocates for removal of all restrictions on native vegetation removal (especially the Mid North Coast for property development).
4. Minister Barilaro represents the Monaro region and has a conflict of interest in using his position as minister to affect state wide issues.
ALPINE AREAS:
1. The declaration of KNP in 1967 accepted the existence of snow activities in the park and allowed this kind of development. As a winter sport it affects only a small part of the park around resorts and most is pristine – i.e. ski and back to resort at night. However, the proposed changes will introduce human activity year round to large areas of the park (the track to Mt. Kosciuszko in November 2019 was choked with people, there were hundreds of walkers. NPWS will have exact figures. (I walked from Charlottes Pass and even that was busy). The difference in people’s traffic over the last 30 or so years is staggering, too many.
2. The threats to the KNP currently are:
a. It is impossible to read KNP POM without being aware of park wide issues:
b. Snowy Hydro 2.0 which will cause significant damage to some 10 sq. km. plus the high tension lines cutting a path through the mountains (same as Long Plain to Brindabella. all vegetation removed below).
c. Feral horses protected by an Act of Parliament who cause untold damage to the Alpine ecology. The picture below is on Long Plain Road.
d. Increased visitation year round by a huge increase in accommodation inside the park (suggested 40% increase from 10,000 to 14,000 beds inside the Alpine Zone and many more at Jindabyne).
e. Allowing of private operators to run vehicle tours as proposed on currently locked, service roads.
f. Climate change reducing precipitation and consequently snow cover and flows in the Murrumbidgee, Bimberi and other rivers there. The Alpine area is critical to the economy and climate of Eastern Australia – it is not only a tourist destination.
g. Fire hazard as per fires in 2009 and 2019 changing the ecology of the high county.
h. It is obvious that only advice that corresponds with Government wishes is included in the proposal. Environmental considerations and objections are regarded as nuisances in a usually fait-accompli plan – by definition. A history of ignoring objections, with disastrous consequences are everywhere to see. NPWS is now focused on “customer experience” and “revenue streams” to be self-sufficient.

YARRANGOBILLY:
The swimming pool at Yarrangobily is a pleasure and a place of beauty and wonder. I visited it many times – swimming and walking the River Walk, visiting the caves, etc.
Any changes proposed should protect the natural beauty of the site and its unique geology. The site needs upgrading to facilities, but minimal commercialization.
NPWS brief to maximize revenue is fundamentally wrong. The organization is there to protect and guide not to make money. The constant erosion of funds for NPWS should be reversed.
NPWS site office needs upgrading, it is small, dated and waiting times are long due to queuing. Turning it into a coffee shop is questionable commercially. Staff needs proper on site accommodation (One told me they drive over 50km home, each way).
I commend page 16 of report regarding Natural, Cultural and Heritage Values. They should be enhanced.
The question is: Who is going to run the site? A private company for profit? profit sharing with NPWS? What are going to be entry fees to visit the caves or use the thermal pool, privatization of this facility will drive out budget travelers (the documents mention Glamping and High Value tourism far too much- no need for a translation). Fees currently (end 2019) are reasonable. The development of some 15 houses and staff accommodation is a huge budget in an area that burnt just two years ago and is extremely fire prone and effectively closed nearly six months a year.
The proposed Visitors Centre (page 27) pictures are from places with ample space (Warrumbungle and Echo Point), Yarrangobilly should retain its Caves House style and compact location. The rest of the proposal with “cute” terms such as “eco pods”, etc. with pictures of awful structures borrowed from tourist brochures should be rejected. The entirety of the consultant’s report shows poor understanding and appreciation of what people enjoy in nature. There is little discussion of the caves experience – it is all about making money from wealthy middle class, cashed up tourists.
The problem with all these plans is they turn everything into theme parks. Nature takes second place to “Customer Experience” and “Entertainment value”.
THERMAL POOL AT YARRANGOBILLY:
1. The proposal for Yarrangobilly Thermal Pool is to bring bulldozers down the road and destroy the most beautiful valley and natural pool in NSW and then to create a theme park of gas heated cubicles and “recreate” the natural state of the river with artificial logs. THEY MUST BE KIDDING.
2. The problem with consultants is they try to justify their fees by coming up with theme parks. This is a prime example.
3. THE IDEA OF “ONSEN” HEATED WATER STRUCTURES IS SO CRAZY IT IS DESPICABLE!!!! BELOW IS A PICTURE OF THE RIVER FROM THE EDGE OF THE POOL AREA, WHY WOULD YOU WANT TO PUT DISGUSTING STRUCTURES THERE???? SO THE PRIVATE OPERATOR WILL RENT THEM BY THE HOUR. WHOEVER CAME UP WITH THIS IDEA???!!! WHY NOT INSTALL PLAYGROUND TOYS WITH COIN TIMERS. I HOPE THERE ARE ENOUGH PEOPLE IN NPWS WITH RESPECT FOR THE BEAUTY OF THE AREA WHO WILL LAUGH THIS OFF. THAT CONSULTANCY SHOULD BE BARRED FROM FURTHER WORK WITH NPWS.

4. I AM OPPOSED TO THE ROAD UPGRADED FOR BUSES, IT IS A SLOG DOWN AND UP THE HILL, BUT THAT IS THE BEAUTY OF THE PLACE – ITS INCREDIBLE NATURAL SETTING AS YOU DESCEND TO THE THERMAL POOL – A MOST BEAUTIFUL SIGHT. A BUS WILL CREATE NOISE, POLLUTION, THE TURNING CIRCLE DESTROYING THE CONNECTION FROM POOL TO RIVER. I APPRECIATE THAT IT WILL DENY DISABLED PEOPLE THE CHANCE TO VISIT (as is the current situation, also in the caves). AND OF COURSE THE FEES WILL BE OUT OF REACH FOR MANY. The whole project smells of money making opportunities for a commercial operator to take over the pool.
5. The pool should be left as is. Not lowered spa style. Here is a picture of the pool’s water: It needs some updating – that is all. It also does not need any fencing, children there are supervised at all time – or should be.

And here NPWS own promotional picture promoting the pool, why would you destroy this?


6. There are reasonable facilities such as change rooms and seats. They can be updated. There is plenty of shade and space. I cannot remember more than 20 or so people there.
7. The service road is currently suitable for NPWS 4 wheel drive vehicles. To make the road suitable for passenger vehicle will mean extensive earthworks that will destroy the hillside. The 180 degrees turn half way the hill is unsuitable for large vehicles, any works will damage the hill side and will involve removal of multiple trees. And then the turning circle at the bottom will deface the entire connection of the pool to the river.
YARRANGOBILY THERMAL POOL SHOULD BE CLEANED UP AND UPDATED, BUT OTHERWISE LEFT ALONE. THE PROPOSAL SHOULD BE REJECTED OUTRIGHT BY NPWS AS CRASS COMMERCIALISATION – NOT IMPROVED CUSTOMER EXPERIENCE.

CURRANGO:
I have been to Currango once. It is remote, accessible only in summer (Long Plain Road is closed in June to October and so is Currango). It is rich in history and is a heritage site. Just leave it alone. Don’t develop. No more modern buildings. Just maintain and protect what is there – that is NPWS job, it is a legislated requirement for NPWS to protect historical sites.
The proposal examines lease of property to private enterprise. I hope NPWS have enough experience not to do that.
The proposal finds it amazing that people like the basic conditions. Yes, they do. Many people do. We don’t all spend our days in coffee shops.

For some time I've had the same format for my submissions. The start of my KNP submission is below with explanation.

1 In June 2021 the NSW government released the Snowy Mountains Special Activation Precinct Masterplan (the Masterplan) and the Plan of Management (POM). These overlap somewhat. Submissions have been invited, and the following is my submission for both.

The first point sets out the background, who asked for what when and what the document is. Note that I have numbered this point, and every other point. This makes it easy to refer to information. I had a similar format for another submission.

Introduction
On 24 November 2016, Parks Victoria (PV) released the Draft Management Plan (DMP) for the proposed Falls Creek to Mount Hotham Alpine Crossing (FHAC) bushwalk. Submissions regarding the DMP have been invited. The following is my submission.

This was not numbered as there are numbers later.

The Falls-Hotham submission was big enough to warrant a contents list and a one page summary at the start. In that submission there were seven sections, with each having it's own numbering. For example, part 3 Poor format had 58 paragraphs, numbered 3.1 to 3.58. My KNP submission is much simpler, 1-17.

The submission has footers.
A brief description "KNP submission";
My name, shows who wrote it;
Page numbers and total page numbers, "page 3/3", showing that there are other pages; and
The date, shows when the submission was prepared.

For longer submissions like Falls-Hotham I have a summary at the start so that there's no need to wade through a lot or words. For short submission like KNP I have the summary at the end. In both cases the summary is in a text box with a coloured background. This is my summary. As I cannot highlight it here I've made the text a different colour.

17 In summary, due to economic, social and environmental aspects, the proposals are most strongly opposed.

Please do not use my wording. I've drawn on a number of sources and received advice to make my submission my views. While I always base submissions on lead organisation like NPA, TWS, EDO, VNPA and other, I use my own words. This is very important.

To Lophophaps and Pereginator who commented on the format of text of my submission. Thank you for your comments. My submission is in Word format and is properly spaced and pointed with pictures and headings. I just copied the text here, so it came out looking simple. I have written submissions before on many nsw development issues and had good response from others. I am one of those great unwashed who likes to give the powers to be something to think about. And at time successfully so. How about the Powerhouse we saved - that took a lot of letter writting. The real win will be to get Barilaro out at the next election - not an impossible task. A man who calls Koalas "tree rats".

Taking the purpose on face value.. a community consultation, it seems you can only expect the management team to have a bigger purpose than checking formatting or to be put off by emotion surrounding the points that respondents make.

There’s just six days left to have your say on the commercialisation of Kosciuszko National Park.

Reclaim Kosci partner the National Parks Association (NPA) of NSW is calling on members and supporters to oppose the NSW Government’s Snowy Mountains Special Activation Precinct (SAP) project and proposed amendments to the Kosciuszko National Park Plan of Management that would allow unsustainable development of the park.

The Government’s proposal would see major expansions of commercial infrastructure and a far greater intensity of recreational activities across the park, that throw decades of careful conservation planning under the bus.

The proposal is out for public comment until next Monday, 23 August.

NPA NSW have summarised the major issues and prepared a guide to help you write a strong submission to oppose the commercialisation of Kosciuszko.
