Lerderderg is only a few minutes from Bacchus Marsh, if you're open to taking a taxi for a short part of the way.

Pretty sure Bacchus is accessible with Vline from Southern Cross station.

McKenzies also run a bus service to Alexandra from Lilydale Station from memory, and I'm pretty sure that if you ask the bus driver really nicely, that he would stop just short of the Cathederal Ranges turnoff. Would only be a few clicks to walk to Neds Gully from there.

I know you said "State Parks", but if youre open to National Parks, Mountain Creek at Mt Bogong can be accessed via Vline and a short taxi trip from Mt Beauty, and Mt Hotham via Vline to Bright, and a bus from Bright to Hotham.

I'm not the type to light camp fires as much when I am in the high country, however I am pretty sure that in many places within National Parks, you can light a fire. Just so long as it is not a designated Fuel Stove Only area, such as Feathertop, or Bogong.

I know there are a few other fuel stove only areas in the state, and also worth considering that it is not uncommon to have total fire ban days, where a campfire can not be lit at all.

If in doubt, contact Parks Victoria.

Warburton - bus from Lilydale.

Dandenong Ranges NP - buses from Upper FT Gully or Belgrave take you deeper into the park, or just walk from there.

Bunyip State Park is walkable from the bus at Gembrook.

Speaking very generally, fires are permitted in NP's. There are occasionally fuel stove only areas, but these are generally only in alpine or coastal areas.
