"A man was fined $551 after admitting to the environmental vandalism." And what is 551 (?) dollars are going to achieve? Not even remotely enough to pay the wages of those people who spent time to try to fix the damage.
When you have thousand of visitors and a bunch of rangers, how can you possibly prevent vandalism, even if only a faint percentage of visitors will vandalise?
