What is pile-Pertex, as mentioned in the article that's good for rainy days?

think they are talking about a combination of a pile / fleece jacket with a pertex waterproof shell?

One would assume that to be the case but I have not read such a material being worthy of special mention amongst all the other wet weather materials. Interesting.
