But I will take another swipe at it: This watetfall is too small to be Govetts Leap falls. So it might be the one at the Katoomba and Govetts Creeks junction that used to be labeled Arethusa but now is called something else?

It's not in Govetts Gorge. It's in Grose Valley.

Not Fortress, although this named creek is also a canyon. However, you can walk from the valley to plateau and keep dry feet via the (unofficially) named adjacent pass.

You need to be further West, but it is on the Southside.

Thanks CBee. Anywhere in that region always reminds me of camping beside the Noosa River in a Woolies A frame tent back in the early 70s.
